President of the Viet Nam Union of Friendship Organizations (VUFO) Phan Anh Son attended and delivered remarks at the congress. Also present were Brazilian Ambassador to Viet Nam Marco Farani; Vice Chairman of the National Assembly’s Ethnic Council and Chairman of the Viet Nam-Brazil Parliamentary Friendship Group Nguyen Lam Thanh; President of the Viet Nam Union of Science and Technology Associations Phan Xuan Dung; representatives of several ministries, central agencies, businesses engaged in cooperation with Brazil; and members of the Association. The Brazil-Viet Nam Friendship Association and Vietnamese Ambassador to Brazil Bui Van Nghi sent congratulatory messages to the congress.

Strengthening Connections and Expanding Cooperation Across Multiple Fields
According to the orientation report presented at the congress, during the 2025-2030 term, the Association will focus on two main tasks: strengthening tourism linkages, cultural and people-to-people exchanges, and increasing interactions between localities and friendship organizations of the two countries to foster mutual understanding and deepen the friendly sentiments between the two peoples. The Association will also enhance the role of people-to-people diplomacy in supporting Viet Nam’s socio-economic development towards 2030, in line with Directive No. 15-CT/TW dated August 10, 2022. This will contribute to the national goal that Viet Nam becomes a modern industrialized country with upper-middle-income status by 2030.
The congress also identified several specific tasks and solutions, including: maintaining and expanding activities promoting peace, solidarity, and friendship; actively participating in and organizing high-level mutual visits between the two countries. The Association will broaden its network of partners, focusing on connecting with social movements, youth and women’s organizations, universities, research institutes, and enterprises in Brazil. It will promote the signing of cooperation agreements, including exploring a memorandum of understanding with the Brazil-Viet Nam Friendship Association and other relevant partners.
The Association will also focus on organizational consolidation, improving operational regulations, and expanding the Executive Committee’s composition to include business representatives. Furthermore, it will strengthen its communication efforts, conduct research to restore commemorative sites related to President Ho Chi Minh in Brazil, and launch digital media accounts to further deepen the friendship between the peoples of the two countries.

The congress elected the Executive Committee of the Association’s third term, consisting of 35 members, and the Inspection Committee with 3 members. Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep was elected President of the Association.
In his speech, Nguyen Hoang Hiep expressed his honor at being entrusted to carry forward the significant achievements of previous terms, noting that this was also a major responsibility in the context of the Viet Nam-Brazil relationship reaching its most promising stage, especially in the fields of agriculture, trade, and comprehensive cooperation. He affirmed his commitment to working closely with the new Executive Committee to maintain and further develop the accomplishments achieved, thereby contributing to the strengthening of the friendship and cooperative ties between the two countries.

In his congratulatory address, Brazilian Ambassador to Viet Nam Marco Farani stated that the Brazil-Viet Nam relationship "has never been better," characterized by mutual trust, open dialogue, and a shared determination to expand cooperation in economics, trade, science, and technology. Despite a turbulent global landscape, both economies have remained committed to diversifying and expanding trade. In just over two and a half years of his tenure in Hanoi, he has witnessed a significant increase in high-level delegations, especially the state visit by President Lula da Silva to Viet Nam in March 2025, an occasion when the two countries upgraded their ties to a Strategic Partnership, signed a Joint Action Plan and multiple important agreements, including reciprocal market access for beef and fish products. The Ambassador expressed confidence that the newly elected Executive Committee of the Association will further deepen comprehensive cooperation between the peoples of both countries.
Strengthening the Association’s Organization and Effectively Implementing Key Tasks
In his directive remarks, VUFO President Phan Anh Son emphasized that the congress was taking place at a special moment when Viet Nam-Brazil relations are undergoing vigorous development. In the past three years alone, there have been five high-level meetings between the two countries' leaders. He urged the Association to promptly finalize the Congress Resolution and its full-term Work Program; to convene regular meetings of the Standing Committee and Executive Committee; and to adhere to the Association’s Charter to ensure the effective implementation of set tasks.

He emphasized the need to strengthen people-to-people cooperation in fields such as education, tourism, and science–technology, while leveraging the role of the two countries’ embassies and expanding business-to-business connections. He proposed three specific initiatives: translating the “Prison Diary” of President Ho Chi Minh and a collection of poems by Ho Xuan Huong into Portuguese; digitizing the Portuguese-Vietnamese Thematic Dictionary for free access via an online platform to promote people-to-people exchange.
He also recommended that the Association closely collaborate with VUFO and the Brazilian Embassy in Viet Nam to organize thematic dialogues, engaging relevant authorities, businesses, and embassy representatives, including trade counselors and attachés, to further explore the potential for cooperation.

On this occasion, VUFO President Phan Anh Sơn presented the Prime Minister’s Certificate of Merit to President of the Association’s second term Nguyen Van Lang, in recognition of his contributions to strengthening solidarity, friendship, and cooperation between Viet Nam and Brazil. He also awarded the “For Peace and Friendship Among Nations” Medal of VUFO to Nguyen Van Lang; Certificates of Merit from VUFO to the Association and three individuals; and posthumously awarded a Certificate of Merit to one individual.
