* Vietnamese Prime Minister Pham Minh Chinh had a meeting with General Secretary of the Communist Party of China Central Committee and President of China Xi Jinping on the sidelines of the expanded BRICS Summit.
Congratulating China on the great and historic achievements that the Chinese Party, State and people have obtained over the past 75 years of national construction, PM Chinh affirmed that Viet Nam always sees developing ties with China a consistent policy, an objective requirement, a strategic choice, and a top priority in its foreign policy.
He welcomed China’s outstanding contributions to the BRICS mechanism and expressed his readiness to join hands with BRICS members to promote the role of developing countries in settling issues of global peace and development.
Touching on the bilateral relations, the Vietnamese Government leader spoke highly of the relationship between the two Parties and countries which has been unceasingly consolidated and is entering a new development period with the target of building a Viet Nam– China community with a shared future that carries strategic significance under the “six major goals”.
He suggested the two sides continue enhancing high-level exchanges and meetings, and foster practical collaboration in all areas, particularly pushing ahead the construction of the three standard-gauge railways of Lao Cai – Hanoi – Hai Phong, Lang Son – Ha Noi, and Mong Cai – Ha Long – Hai Phong to promote connectivity between the two economies.
Besides, the PM also urged sound coordination to organise activities to mark the 75th founding anniversary of diplomatic relations and the Year of Viet Nam-China Humanistic Exchange in 2025.
Xi, for his part, extended his thanks and greetings to key Vietnamese leaders and congratulated Luong Cuong on his election as the State President of Viet Nam as well as the country’s achievements across all areas.
He expressed his delight at the increasingly practical and effective development of the Viet Nam – China relations, emphasising the need to enhance the ties in accordance with the “four-good spirit” and reached high-level common perceptions.
He said China stands ready to work with Viet Nam to maintain strategic discussions to deepen the practical collaboration and develop the bilateral comprehensive strategic cooperative partnership and the Viet Nam – China community with a shared future that carries strategic significance in a more intensive manner.
The Chinese top leader said he will direct competent agencies to enhance transport connectivity between China and Viet Nam in order to promote connections between the two economies.

*Vietnamese Prime Minister Pham Minh Chinh had a meeting with Turkish President Recep Tayyip Erdogan in Kazan on October 23 evening.
The Vietnamese Government leader recalled his good impressions of the nation and people of Türkiye during his official visit in November 2023.
He congratulated Türkiye on its recent important socio-economic achievements, and expressed his belief that under the wise leadership of President Erdogan, Türkiye will successfully implement the "Century of Türkiye" vision.
PM Chinh affirmed that Viet Nam attaches great importance to the sound friendship and cooperation with Türkiye, and expressed his hope that Turkish businesses will invest more in Viet Nam.
For his part, President Erdogan asked PM Chinh to convey his congratulations to newly-elected State President Luong Cuong, and showed his impressions of Viet Nam’s socio-economic development achievements.
The President thanked Viet Nam for supporting Türkiye to become a sectoral dialogue partner of the Association of Southeast Asian Nations (ASEAN). He offered his sympathy to the Government and people of Vietnam over losses caused by Typhoon Yagi.
Both leaders expressed their delight at the progresses in the Viet Nam- Türkiye relations, and agreed to increase exchanges and meetings between senior leaders of the two countries to promote and deepen the bilateral ties.
They concurred to foster economic-trade cooperation to match potential of both sides, striving to reach 4 billion USD in two-way trade, while considering forming new frameworks to further facilitate trade and investment, expanding collaboration in other areas, including defence, and facilitating travel activities of citizens of the two countries.
The two leaders discussed a number of regional and international issues of shared concern, including the recent escalation of tensions in the Middle East, and affirmed to strengthen coordination at regional and international cooperation forums in the coming time.
PM Chinh conveyed State President Cuong’s invitation to the Turkish President to visit Viet Nam at an early date. President Erdogan accepted the invitation with pleasure.

* Prime Minister Pham Minh Chinh met with Lao Party General Secretary and State President Thongloun Sisoulith in Kazan, Russia, on October 23 (local time), while there to attend the expanded BRICS Summit.
He congratulated Laos on its successful shouldering of the 2024 ASEAN chairmanship and the 45th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-45), saying the successes of those events have affirmed that Laos is a responsible member with a more and more important voice in the international community, and contributing to peace, cooperation, and prosperity in the region and the world at large.
Chinh also affirmed that Viet Nam will remain by the side of Laos, supporting the country to the utmost as conditions allow to help it overcome the current challenges and difficulties.
Meanwhile, the Lao leader once again offered warm congratulations of State President Luong Cuong and expressed his hope to welcome him in a state visit to Laos at an early date.
He also expressed sincere gratitude to Viet Nam for its heartfelt and comprehensive help to Laos in shouldering the responsibility of the 2024 ASEAN Chair, and affirmed that the Party, government, and people of Laos always cherish and keep in mind Viet Nam’s support to Laos in its past national liberation and current national development.
The two leaders informed each other of the socio-economic development of their countries and expressed their joy at the close and effective coordination among their ministries, sectors, and localities in implementing the outcomes of the meeting between the two Politburos in September this year, as well as the cooperation agreements and pledges by their high-ranking leaders.
Regarding cooperation orientations in the time to come, they agreed to soon instruct their relevant offices to boost up the implementation of the major projects on the connectivity of the two economies, as well as that among those of Viet Nam, Laos, and Cambodia; broadening their cooperation in the fields of security – defence, economy, and trade.
The two leaders once again affirmed to continue cementing the Viet Nam – Laos – Cambodia solidarity and bonds; agreed to more closely cooperate to spread the solidarity among the three nations, Parties, and states; and affirmed to always attach importance to and give the top priority to the relations of great friendship, special solidarity, and comprehensive cooperation between Viet Nam and Laos, taking this as an invaluable asset, the top priority, and a vital factor in the revolutionary causes of the two countries that need to be preserved and passed down to the next generations./.

* PM Chinh received Deputy PM Novak right after arriving in Kazan city in the Republic of Tatarstan of the Russian Federation on October 23 morning (local time) to attend the expanded BRICS (BRICS+) Summit.
Russian Minister of Economic Development Maksim Reshetnikov and Minister of Industry and Trade Anton Alikhanov also attended the reception.
He highlighted the fruitful development of political and diplomatic ties between Viet Nam and Russia, particularly following Russian President Vladimir Putin's state visit to Viet Nam in June 2024, noting that a series of exchanges and meetings between high-ranking leaders of the two countries have fortified a reliable political foundation for cooperation across various areas.
The PM expressed his desire to work with the Russian Government to seek solutions to enhancing the bilateral collaboration, particularly in areas where both sides have strengths and potential for mutual benefits.
Deputy PM Novak, for his part, affirmed that President Putin and leaders of the Russian Government attach importance to the Comprehensive strategic partnership with Viet Nam and regard Viet Nam as a leading important partner in the Asia-Pacific.
Both sides acknowledged the positive outcomes of bilateral collaboration, especially in the fields of energy, oil and gas, which have contributed to each country’s socio-economic development.
As many countries are shifting toward green energy to combat climate change, PM Chinh urged the Russian Government to explore new cooperation opportunities with Viet Nam while effectively carrying out existing agreements in this critical area.
The Vietnamese Government always welcomes and offers all possible support to Russian companies, including those in the oil and gas sector that are interested in and want to expand operations in Viet Nam, he said.
* On the same day, Vietnamese Prime Minister Pham Minh Chinh had brief meetings with President of Kazakhstan Kassym-Jomart Tokayev, President of Turkmenistan Serdar Berdimuhamedow, and Prime Minister of Ethiopia Abiy Ahmed on the sidelines of the expanded BRICS Summit.
