Engaging in a private meeting after the welcome ceremony for the Mozambican President, the two leaders agreed to enhance the traditional ties between the CPV and the Mozambique Liberation Front (FRELIMO) by maintaining theoretical research cooperation, experience exchange, and personnel training, thus serving as the basis for developing the two countries’ relations.
At the following talks, General Secretary and President Lam welcomed President Nyusi and the high-ranking delegation of Mozambique on an official visit to Viet Nam from September 8-10. He considered the trip a new impetus for further promoting the traditional solidarity, cooperation, and friendship that have been nurtured by generations of the two countries’ leaders and people.
The Mozambican leader once again offered the deepest condolences from his country’s State and people over the passing of Party General Secretary Nguyen Phu Trong, who he described as a big friend of the Mozambican people, and also expressed sympathies for the Vietnamese people on the losses caused by typhoon Yagi.
During the event, the two leaders agreed to increase all-level mutual visits between the countries’ parties, parliaments, sectors, and localities to strengthen political trust, thereby creating new momentum for bilateral cooperation.
Viet Nam and Mozambique will keep close coordination and mutual support at international and regional forums, including those of which they are members such as the Association of Southeast Asian Nations (ASEAN), the African Union (AU), and the Southern African Development Community (SADC), they said.
They applauded the progress in bilateral economic connections. In particular, the telecommunications joint venture Movitel of Viet Nam’s Viettel Military Industry and Telecoms Group in Mozambique is a bright spot. This project has been considerably contributing to economic development and generating numerous benefits for people of both countries.
In terms of trade, the Vietnamese and Mozambican leaders concurred in developing trade in commodities their countries are strong at such as farm produce, apparel, aquatic products, and coal. They also agreed to expand cooperation in the form of joint ventures to such spheres as building cashew nut and aquatic product processing plants in Mozambique.
Highly valuing Viet Nam’s achievements in agriculture, President Nyusi called on the Southeast Asian nation to help Mozambique develop agriculture and coordinate to carry out trilateral agricultural projects similar to the ones it has successfully implemented in other African countries.
He spoke highly of Viet Nam’s health professionals in terms of not only their medical capacity but also their assistance for Mozambique in improving local health workers’ capacity.
To realise the commitments, both sides agreed to further bring into play bilateral cooperation mechanisms such as the Intergovernmental Committee and the political consultation while stepping up the negotiations and signing of cooperation agreements on digital transformation, education, training, and economy.
With regard to the East Sea issue, the leaders shared the view on the importance of maintaining security, safety, and freedom of navigation and overflight in the waters. They underlined their support for the peaceful settlement of disputes in line with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Concluding the talks, the leaders witnessed the signing of two memoranda of understanding, comprising one on energy and mineral cooperation between the Vietnamese Ministry of Industry and Trade and the Mozambican Ministry of Mineral Resources and Energy, and another on cooperation between the Vietnamese Ministry of Agriculture and Rural Development and the Mozambican Ministry of Sea, Inland Waters and Fisheries.

* On the same day, Prime Minister Pham Minh Chinh and visiting Mozambican President Filipe Jacinto Nyusi discussed and agreed on specific measures to further promote cooperation between the two countries.
The two leaders discussed and agreed on specific measures to implement the results of the earlier talks between Party General Secretary and President To Lam and President Filipe Jacinto Nyusi to further promote bilateral cooperation.
In terms of politics, the two sides agreed to continue to increase delegation exchanges at all levels and through Party, State, National Assembly and Government channels to strengthen political trust and create new momentum for enhancing the bilateral cooperation.
On this occasion, PM Chinh sent his regards and invited Prime Minister of Mozambique Adriano Maleiane to visit Viet Nam in the coming time when the two countries will celebrate the 50th founding anniversary of diplomatic relations in 2025.
The two sides expressed their delight at the positive development in economic and trade cooperation between the two countries in recent times, in which bilateral trade turnover in 2023 reached 550 million USD, three times higher than in 2022.
PM Chinh suggested the two countries promote the exchange of complementary goods such as agricultural products, fertilizers, machinery, garments, footwear from Viet Nam and coal, cashew nuts, or wood from Mozambique.
On this occasion, the PM thanked and requested Mozambique to continue to pay attention to and create favourable conditions for Movitel telecommunications joint venture, with the participation of Viettel Group, to operate stably and expand business, contributing more positively to the economic and social development of Mozambique.
Expressing high agreement with the orientations and solutions to promote cooperation proposed by PM Chinh, President Nyusi affirmed that he would direct the Government of Mozambique to coordinate with Vietnamese ministries, agencies and partners to improve the effectiveness of economic, trade and investment cooperation between the two countries, as well as expanding cooperation in other areas such as education, health, digital transformation, processing and manufacturing.
The President emphasised his priority for agricultural and aquatic cooperation and expressed his hope that Viet Nam will continue to share experiences and support Mozambique in improving its capacity to exploit and process aquatic products and develop aquaculture projects.
Regarding multilateral cooperation, the two sides agreed to continue to coordinate and support each other at multilateral forums and international organisations, especially at the United Nations and the Non-Aligned Movement and important organisations of which both nations are members such as the Association of Southeast Asian Nations (ASEAN) and the African Union (AU).
In the context of the rapidly evolving, complicated and unpredictable developments of the global and regional situation, the two sides agreed to continue to closely cooperate and support each other at international and regional forums of mutual concern; share a common vision on ensuring security, safety, freedom of navigation and aviation in the East Sea; maintain a peaceful, stable environment, and legal order and resolve disputes at sea by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
On this occasion, PM Chinh thanked the Government of Mozambique for its attention and creating favourable conditions for the Vietnamese community to live, work and study stably in Mozambique.
He also expressed his hope that Mozambique will continue promoting people-to-people exchanges and creating favourable conditions for Vietnamese enterprises to invest and do business in the country./.
