Party General Secretary To Lam gave a reception in Hanoi on January 14 for visiting Russian Prime Minister Mikhail Vladimirovich Mishustin.
During the reception, Lam emphasised the significance of Mishustin’s visit, saying that it takes place at a time when the two countries are celebrating the 75th anniversary of the diplomatic relations, and is Mishustin's first visit to Vietnam in his capacity as Russian Prime Minister.
Lam expressed his delight at the two countries' cooperation results in recent times, especially after Russian President Putin’s state visit to Vietnam in June 2024. He said this visit by PM Mishustin continues to realise cooperation contents reached by both sides and sets major directions to enhance bilateral relations.
He affirmed that Vietnam always remembers the valuable support and assistance that the people of the former Soviet Union and Russia today have given to Vietnam during its past struggle as well as national building and safeguarding at present.
Vietnam places special importance on its traditional ties and comprehensive strategic partnership with Russia, he said, adding that the country considers Russia a top priority partner in its foreign policy.
The Party chief highlighted several major directions to further deepen Vietnam-Russia relations in the time ahead.
PM Mishustin expressed his joy to visit Vietnam for the first time, and reiterated President Putin’s invitation to Party General Secretary Lam to attend the 80th anniversary of Victory in the Great Patriotic War and to visit Russia in 2025.
Mishustin congratulated Vietnam on its achievements in socio-economic development and expressed his belief that under the leadership of the Communist Party of Vietnam led by Party General Secretary To Lam, Vietnam will continue to reap more successes in ushering Vietnam into a new era of development and prosperity.
Informing the host about the results of his talks with Prime Minister Pham Minh Chinh, Mishustin affirmed that Russia appreciates Vietnam's efforts in easing difficulties to promote bilateral cooperation, thus helping the two countries to obtain significant achievements in all fields.
He said that, in the context of complex developments in the global and regional situation, Russia always values the Vietnamese people's friendship and affection towards Russia.
He affirmed that in its foreign policy, Russia considers Vietnam one of its most important priority partners in the Asia-Pacific region, especially in Southeast Asia. The country stands ready to expand cooperation and deepen the comprehensive strategic partnership with Vietnam in all fields, including economy and trade, energy, defense, security, science and technology, culture, education, and people-to-people exchange, he said.
Host and guest agreed on several major orientations to further deepen the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.

Vietnamese State President Luong Cuong hosted a reception in Hanoi on January 15 for Russian Prime Minister Mikhail Mishustin and a delegation of the Russian Government.
At the reception, the two leaders expressed satisfaction with the positive development of Viet Nam - Russia relations recently in all fields such as politics, economy - trade, investment, energy - oil and gas, science - technology, education - training, culture and other fields. They emphasised that regular exchanges and contacts at all levels, especially at high levels, demonstrate political trust between the two countries and are the basis for promoting cooperation in other fields.
They believed that the two sides need to continue efforts to maintain and promote the rapid growth of bilateral trade, while making the most of the potential, strengths and experience of cooperation between the two countries over the past 75 years to develop relations in other fields in an intensive, practical, effective, and mutually beneficial way. The President affirmed his support to the two governments in handling outstanding issues in cooperation.
PM Mishustin expressed his thanks to the Vietnamese side for the respectful welcome given to the delegation, conveyed Russian President Vladimir Putin's greetings and best wishes to President Cuong on the occasion of the New Year, emphasised that Russia always considers Viet Nam one of the important partners in the Asia-Pacific region, especially in Southeast Asia, and wishes to further develop bilateral cooperation areas with Vietnam.
The President affirmed that Viet Nam has consistently pursued a foreign policy of independence, self-reliance, multilateralisation and diversification, in which Russia is one of the top priorities. He affirmed that the Party, State and people of Vietnam always remember the valuable support and assistance that the former Soviet Union’s people gave to Vietnam in the Fatherland building and protecting cause, always attach importance to the Vietnam – Russia Comprehensive Strategic Partnership, and want to continue developing the traditional friendly relationship with Russia for the development benefits of the two countries and for the prosperity of their people.
The President thanked Russian leaders and authorities for creating favourable conditions for the Vietnamese community to live, study and work stably in Russia. He recommended the Russian Government continue to provide annual scholarships for Vietnamese students to study at Russian educational and training establishments, especially in basic sciences and academic arts. He expressed his hope that Russia will promote cooperation with Viet Nam in promising fields such as digital transformation, digital technology industry, digital economy, digital society, green transition, and artificial intelligence.
The two leaders agreed that in the coming time, the two countries will continue to promote cultural cooperation and people-to-people exchanges, especially between the young generation of the two countries to increase understanding and jointly organise meaningful activities to celebrate the 75th founding anniversary of diplomatic relations between the two countries and traditional education for the younger generation.
On this occasion, PM Mishustin handed over the Friendship Orders of the State of the Russian Federation to President Cuong and other leaders and former leaders of the Ministry of National Defence and the Viet Nam - Russia Tropical Centre.
Vietnamese, Russian PMs hold talks, agree on major orientations for bilateral ties
Prime Minister Pham Minh Chinh and his Russian counterpart Mikhail Vladimirovich Mishustin held talks in Hanoi on January 14, agreeing to increase dialogue and enhance political trust to foster the countries' comprehensive cooperation.

Hailing the significance of his guest's official visit, which marks the start of the year celebrating the 75th anniversary of bilateral diplomatic relations, Chinh expressed his belief that it will create strong momentum for further strengthening the Viet Nam - Russia Comprehensive Strategic Partnership in the coming years.
Mishustin said that his visit offers an important opportunity for the two governments to review the agreements reached by high-ranking leaders of both countries, and to implement specific tasks aimed at developing bilateral cooperation effectively and substantively in the time to come.
The two leaders informed each other of the political and socio-economic situations in their respective countries, reviewed achievements in bilateral cooperation, and engaged in extensive discussion on the current status and prospects as well as directions for further promoting all-round cooperation between their countries.
Mishustin expressed his impression with the socio-economic development achievements that Viet Nam has gained in recent years, which have significantly helped to improve the quality of its people's life and enhance its standing and reputation both regionally and internationally.
He reaffirmed Russia's commitment to its Comprehensive Strategic Partnership with Viet Nam, emphasising that Russia considers Viet Nam a leading partner in Southeast Asia, and wants to further boost the effectiveness of mutually beneficial cooperation in all areas that match the two countries' potential and strengths.
Congratulating Russia on its socio-economic development attainments, Chinh underlined Viet Nam's consistent foreign policy of independence, self-reliance, and diversification and multilateralisation of external relations, adding that it always views the traditional friendship and Comprehensive Strategic Partnership with Russia as one of its top priorities, and hopes to work with the latter to ensure security, cooperation, and development in the region and the world.
Both sides agreed to increase dialogue, strengthen political trust, and promote delegation exchanges at all levels and through various channels to create a cornerstone for the comprehensive development of bilateral ties, particularly in economy, trade, investment, energy - oil and gas, education - training, culture, tourism, science - technology, and locality-to-locality collaboration.
Noting that there remains ample room for trade cooperation, they stressed the need for breakthrough solutions to raise bilateral trade, including effectively utilising the free trade agreement between Viet Nam and the Eurasian Economic Union (EAEU), of which Russia is a member, and continuing to explore ways to open their markets for each other's goods such as agricultural products and pharmaceuticals.
The two PMs emphasised the importance of the Viet Nam - Russia Intergovernment Committee. They also highlighted the crucial role of cooperation in science and technology, expressing their hope for continued collaboration in the construction of a nuclear science and technology research centre in Viet Nam.
Mishustin noted that Russia is working with many countries in the development of nuclear energy, and willing to participate in building Viet Nam's nuclear power industry. He also suggested reinfocing connections in areas such as health care, labour, and pharmaceuticals.
Both sides highlighted their desire to deepen cooperation in humanistic matters and recognised the importance of collaboration in education and training. They agreed to boost the teaching of Vietnamese and Russian languages in each other's countries while promoting cooperation through the Viet Nam - Russia Consortium of Technical Universities.
Russia will continue to provide scholarships to help Viet Nam train human resources in science, technology, and the arts, the Russian PM stated.
The leaders agreed to step up people-to-people exchanges and locality-to-locality ties. Regular cultural exchange activities and artistic performances will be held, especially in celebration of the 75th anniversary of bilateral diplomatic relations, to enhance mutual understanding between the two peoples.
They also discussed measures to strengthen tourism links, noting that the resumption of regular direct flights and charter flights between the two countries has contributed to an increase in tourist exchanges.
Additionally, both sides agreed to promote cooperation in transport connectivity, including maritime, railway, and urban transport.
As for outstanding problems, the two PMs assigned relevant ministries and agencies to discuss, consider, and propose solutions to solve them in a manner that ensures harmonious interests of both sides.
At the talks, the leaders also touched upon some international and regional issues of mutual concern, along with cooperation at international forums. They affirmed that their countries will maintain close coordination and mutual support at multilateral forums.
Chinh proposed Russia back efforts to ensure security, safety, and freedom of navigation and overflight in the East Sea, and to address disputes by peaceful means based on international law and the United Nations Charter, particularly the 1982 UN Convention on the Law of the Sea (UNCLOS).
He also showed his hope that the Russian leaders and Government will continue to create favourable conditions and ensure the safety for the Vietnamese community and their property there. In return, he affirmed, the Vietnamese Government will always care for Russian citizens living and studying in Viet Nam.
Following the talks, the two PMs signed a joint communiqué on the results of the official visit, and witnessed the signing of several cooperation documents in areas such as science, information - communications, and culture.
Earlier, PM Mishustin paid tribute to late President Ho Chi Minh at his Mausoleum and laid a wreath at the Monument to Heroes and Martyrs on Bac Son street of Hanoi.

National Assembly (NA) Chairman Tran Thanh Man on January 14 met with Russian Prime Minister Mikhail Vladimirovich Mishustin, who is on an official visit to Viet Nam from January 14-15.
At the meeting, both leaders were pleased to note that bilateral political and diplomatic relations continue to be strengthened with a high level of trust, and the exchange of delegations has been actively carried out. This includes inter-parliamentary cooperation, which serves as an essential foundation for promoting bilateral cooperation in all areas.
The top Vietnamese legislator stated that in 2025, the legislature is ready to welcome the Chairman of the State Duma on an official visit to Viet Nam and to co-chair the fourth session of the Inter-Parliamentary Cooperation Committee.
The Vietnamese NA supports the efforts of the Government and ministries in further strengthening comprehensive cooperation between the two countries, particularly in key areas such as defence and security, promoting military-technical cooperation, developing the security industry, and fostering collaboration in the energy and oil and gas sectors through the research and consideration of expanding collaboration and signing new cooperation agreements.
On economic, trade, and investment matters, Man suggested the two governments ease technical barriers to enhance bilateral cooperation, as well as collaboration within the Eurasian Economic Union (EAEU).
In terms of science, education, culture, sports, and tourism, both sides should strengthen joint projects and programmes, and organise exchange activities that bring tangible benefits to local communities and the two peoples, he said.
The NA Chairman emphasised that the Vietnamese legislature is ready to work with the two governments to solve institutional obstacles, promote cooperation, and harmonise interests, with the shared goal of developing the bilateral relationship in a profound and effective direction.
In the context of complex global and regional developments, Viet Nam has consistently adhered to its foreign policy of independence, self-reliance, multilateralism and diversification; and always hopes to promote cooperation with Russia in all fields for the mutual benefit of both countries' people, as well as for peace, stability, and development in the region and the world.
As a responsible member of ASEAN, Viet Nam supports Russia in enhancing its presence in the Asia-Pacific region and strengthening cooperation with the grouping, Man stated, affirming that Viet Nam is ready to serve as a bridge to promote Russia's cooperation with ASEAN countries.
Viet Nam also hopes that Russia will make contributions to development, peace, and shared prosperity in the region; and back the stance of ASEAN and Viet Nam in addressing disputes in the East Sea through peaceful means, based on respect for international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), he added.
