The ceremony welcomed Mr. Vu Vuong Viet, Permanent Vice Chairman of Central Vietnam-Cambodia Friendship Association; Mr. Chay Navuth - Ambassador of Cambodia to Vietnam and his wife; Ms. Tran Thi Phuong, Vice Chairwoman of Hanoi Union of Friendship Organizations; Ms. Nguyen Thi Thu Thuy, Standing Vice Chairwoman of Hanoi Women's Union, Vice President of Vietnam-Cambodia Friendship Association in Hanoi; Mr. Dinh Manh Hung, Chairman of Chuong My District People's Committee; Mr. Hoang Minh Hien, Vice Chairman of Chuong My District People's Committee; together with representatives of the Chua Thap Vietnam-Cambodia Friendship Association and officials and leaders of different departments and unions of Chuong My district.
The Vietnam-Cambodia Friendship Association of former voluntary soldiers in Chuong My District was established with 588 members. The Executive Committee consisted of 9 comrades. Mr. Tran Nam Duong was appointed to be the President.

According to the Launching Ceremony, there are thousands of Chuong My (Hanoi) locals among Vietnamese volunteers who have completed international missions, fought on the K battlefield, helped Cambodian friends get rid of the Pol Pot genocide, liberated the country. Many soldiers died, many were badly injured. On June 26, 1989, the last units of voluntary soldiers returned home. They then continued to work in different positions and make considerable contributions to national construction and defense. After a period of gathering, Chuong My district now has 588 former soldiers who volunteered to work together and established the association.

Also at the ceremony, Standing Vice Chairman of the Vietnam-Cambodia Friendship Association Vu Vuong Viet expressed his hope that: “The association will be a gathering place to unite and motivate generations of Vietnam's former volunteer soldiers and military experts to assist Cambodia to preserve and promote the quality of Uncle Ho's soldiers, contribute to the work of developing the homeland, constantly build solidarity, and strengthen the people-to-people diplomacy between people of Vietnam - Cambodia”.
Responding to the expectations of the association of higher levels and the district people's committee, Mr. Tran Nam Duong, on behalf of The Vietnam-Cambodia Friendship Association Organ of former voluntary soldiers in Chuong My District, emphasized the Organ's promise to unite, rely on the leadership of the Party, well implement State policies, cooperate with other departments, agencies, unions, political organizations to emulate achievements, strive to successfully implement the district's goals, develop the district to reach new rural standards.
