Meeting General Secretary of the Communist Party of China and President of China Xi Jinping in Beijing on June 26 as part of his working trip to attend the 15thWorld Economic Forum (WEF)’s Annual Meeting of the New Champions 2024, PM Chinh expressed support for China's development goals, including achieving its "second centenary" and building socialism with Chinese characteristics.
Xi, for his part, affirmed that China highly values and considers the relationship with Viet Nam a priority in its overall neighbourhood diplomacy policy.
China backs Viet Nam’s efforts in safeguarding national independence and dignity, consistently supports Viet Nam in realising the Resolution of the 13th National Party Congress under the leadership of the Communist Party of Viet Nam, successfully holding the 14th National Party Congress, and building socialism that matches the country’s context, he said.
Both sides agreed to further concretise their shared high-level perceptions, particularly the Viet Nam-China Joint Statement on further deepening and elevating the comprehensive strategic cooperative partnership and building the Viet Nam-China Community with a Shared Future that carries strategic significance.
The Chinese leader highlighted the need to enhance political trust, maintain regular high-level exchanges, and effectively uphold the Viet Nam-China Steering Committee for Bilateral Cooperation mechanism. He called for increasing collaboration across key sectors such as diplomacy, national defence, and public security; improving efficiency in substantive cooperation; promoting people-to-people exchanges, especially among the younger generation; controlling and better resolving differences; and working closely at multilateral forums, contributing to global and regional development.
Welcoming China’s high-quality investments in Viet Nam, PM Chinh suggested that both sides collaborate in building large-scale, iconic, sustainable and highly effective projects; accelerate transport infrastructure connectivity, particularly in railways, roads and border crossings within the framework of connecting the "Two Corridors, One Belt" with the “Belt and Road” initiative. He specifically asked China to facilitate the export of key Vietnamese products such as frozen durian, fresh coconut, rice, making it easier for them to navigate Central Asia and Europe through China.
Viet Nam supports China's application to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), he said, proposing both sides continue discussions on this matter.
The Vietnamese PM suggested promoting locality-to-locality cooperation as a new growth driver, studying the pilot model of cross-border economic cooperation zones, expanding border economic cooperation and developing smart border gates. He encouraged localities to proactively enhance cooperation, connect regional development strategies, and expand coordination in finance, banking, education, health care and others.
Speaking highly of PM Chinh’s cooperation proposals, Xi affirmed that China supports Viet Nam in accelerating industrialisation and modernisation, building stable and sustainable supply chains and production networks, regionally and globally, together with China and other nations.
He expressed his desire for both sides to further reinforce joint work in trade, investment, tourism; and leverage their geographical proximity and complementary advantages, and consider piloting cross-border economic zones.
China stays ready to expand the imports of quality Vietnamese goods, he said, adding that China advocates for deepening comprehensive reforms and developing new, quality production capabilities, which will create opportunities to advance trade, enhance road and rail transport and digital economic connectivity.
The Chinese Government supports enterprises in increasing investments in Viet Nam, especially in hi-tech and emerging industries, he said.
On global and regional issues of shared concern, host and guest vowed to jointly control and satisfactorily handle differences to maintain peace and stability at sea.
The Vietnamese leader proposed that both sides seriously follow the high-level common perceptions, respect each other's legitimate interests in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and ensure that disputes at sea do not affect the friendship between the two countries.

At the meeting, the two sides agreed to effectively put in place the joint statement on continuing deepening and elevating the comprehensive strategic cooperative partnership between the two countries, and building a Viet Nam-China community with a shared future that carries strategic significance.
They will also maintain all-level contacts and meetings, step up exchanges and cooperation via the Party channel, and between the two Governments, as well as between the Vietnamese NA and the Chinese National People's Congress, and between the VFF and the Chinese People’s Political Consultative Conference.
At the same time, the two countries will expand collaboration in major areas like diplomacy, national defence and security; intensify friendly exchanges between localities and people’s organisations; work together to build a common land border of peace, stability, cooperation and development; well control disagreements and maintain peace and stability at sea; and enhance coordination at regional and international forums.
Chinh suggested the two sides constantly change their mindsets, take innovative measures, and stay resolved to fruitfully implement high-level common perceptions and agreements.
The two countries should step up strategic connectivity, and speed up transport infrastructure connections, he said, suggesting the early signing of a protocol to complete procedures for Vietnamese frozen durian and fresh coconut to enter the Chinese market, and the acceleration of door opening for other agricultural and aquatic products.
Chinh also mentioned the early establishment of Viet Nam’s trade promotion offices in Chengdu (Sichuan), Haikou (Hainan), and Nanjing (Jiangsu), and suggested the two sides work on measures to raise the efficiency of customs clearance, upgrade border gate infrastructure, accelerate the construction of smart border gates, join hands to completely remove obstacles to some cooperation projects, and push ahead with the disbursement of China’s non-refundable aid packages to Viet Nam.
The Vietnamese PM stressed the need to forge cooperation in agriculture, finance-banking, science-technology, education, culture and tourism, focusing on digital transformation, green growth, and high-tech agriculture.
The two sides should put forth a plan and a roadmap for the official operation of the Ban Gioc (Viet Nam) – Detian (China) waterfalls, he said, calling on China to soon launch 1,000 scholarships to Viet Nam's Chinese language teachers.
Showing his support for Chinh’s cooperation proposals, Li affirmed China’s readiness to work together with Viet Nam to deepen the practical cooperation and promote the comprehensive strategic cooperative partnership following the set orientations.
China will further open its door for Vietnamese goods, especially agricultural and aquatic products and high-quality fruits, and coordinate to facilitate quarantine and customs clearance of goods, he said, adding China is also ready to coordinate in settling institution and policy problems so that bilateral trade would continue to grow sustainably and achieve new results.
The leader also suggested the enhancement of strategic connectivity, particularly in transport infrastructure, and cooperation in economy, trade and investment, and vocational training; and the expansion of collaboration in finance and monetary, making the cooperation more practical and effective, on par with the new level of the relations between the two Parties and countries.
The PMs also compared notes on maritime issues, and shared the view on the importance of controlling disagreements and maintaining peace and stability in the East Sea.
Chinh suggested the two sides seriously implement high-level common perceptions, and the Viet Nam-China agreement on basic principles guiding the settlement of sea-related issues, respect international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), as well as one another’s legal rights and interests, carry forward negotiation mechanisms on maritime issues, satisfactorily solve issues relating to fishing boats, and well control the situation at sea.
The leaders also looked into regional and international issues of shared concern, and agreed to maintain coordination and cooperation at regional and international forums.
Chinh affirmed Viet Nam’s support for China in promoting its increasingly important and active role in the region and the world at large./.
