According to Ambassador Pham Quang Vinh, looking at the whole situation and relations between Vietnam and the US, in the 28 years of diplomatic relations, 10 years of comprehensive partnership is the strongest, most profound and substantive development period in the relationship between the two countries.
This is reflected in the following points:
Firstly, in the past ten years, there have been continuous high-level visits, especially the first visit of General Secretary Nguyen Phu Trong to the US, deepening the cooperation between the two countries on the basis of the expanded comprehensive partnership.
It also deepened the principles of bilateral relations, respect for each other's independence, sovereignty, territorial integrity and political institutions.
Secondly, in the 10 years of developing the comprehensive partnership, economic, trade and investment cooperation between the two countries has always been a bright spot, in line with the interests of both countries.
Specifically, two-way trade between the two countries tripled, from more than US$30 billion to US$139 billion. In 2022, the US market is Vietnam's largest export market, the only market where Vietnam exported over US$100 billion.
In addition, cooperation in all fields, both bilaterally and multilaterally, has strengths such as in security and defense, science and technology, education, and people-to-people exchanges.
Ten years of the Vietnam-US comprehensive partnership created solid foundations, as well as great prospects for the development of relations, as well as people-to-people diplomacy between the two countries particularly.
Ambassador Pham Quang Vinh said that people-to-people diplomacy played an important part in the ups and downs of the Vietnam-US relationship throughout history, evident in two periods.
The first phase involved the resistance war against the US and its aftermath, and lasted for several decades until 1995, when the two sides established diplomatic relations.
"Vietnam's righteous resistance war created a large anti-war movement, enlisted the sympathy and affection of the United States, and was supported by a large number of people.
Many Americans took to the streets to protest, showing their affection for the just struggle of Vietnam. When the war ended, they continued to fight for the removal of the embargo, and healing the wounds of war.
In the second phase, since Vietnam and the US established diplomatic relations, especially in the ten years of comprehensive partnership, the two countries' relations expanded in all fields. Political trust and understanding between the two sides increased and cooperation frameworks were strengthened.
People-to-people diplomacy was expanded in the direction of Americans, who opposed the war, called for the lifting of sanctions and the normalization of relations, now participates in humanitarian activities, cultural and educational programs in Vietnam.
"Looking back at the development of Vietnam-US relations, people-to-people diplomacy made many positive contributions, serving as a bridge to enhance understanding, build trust, and become a broader and stronger movement in the past 10 years," Ambassador Pham Quang Vinh.

The Vietnam-US Society also aims at a vision of further developing people-to-people diplomacy, to contribute more to the overall relationship between the two countries, to take advantage of a peaceful environment and resources to serve development - the focus of Vietnam in the post-Covid-19 pandemic period.
The Society also focuses on expanding the partner network of people-to-people diplomacy in Vietnam-US relations.
Ambassador Pham Quang Vinh said that the 10th anniversary of the Vietnam-US Comprehensive Partnership is a milestone that opens a new chapter in the relationship between the two countries.
In the big picture of Vietnam's foreign policy, people-to-people diplomacy will develop more smoothly, continue to contribute to peace and develop the country, and promote relations between Vietnam and the US to a new height.
