The Fourth Congress of the Vietnam-Laos Friendship Association
The Vietnam-Laos Friendship Association (VLFA) held its 4th National Congress for the 2014 – 2019 tenure in Hanoi on October 10.
Present in the Congress were Mr. Nguyen Thien Nhan, Poliburo member, Chairman of the Vietnam Fatherland Front Central Committee (VFFCC); Mr.Vu Trong Kim, Vice Chairman and Secretary General of VFFCC, Chairman of VLFA; Mr. Vu Xuan Hong, President of the Vietnam Union of Friendship Organizations (VUFO); Mr. Tran Dac Loi, Deputy Chairman of Party’s Central Commission for External Relations; Senior Lieutenant General To Lam, Deputy Minister of Public Security, Vice Chairman of VLFA and various representatives from the Party’s commissions, ministries, friendship associations with Laos in provinces and cities, Vietnam friendship associations with Southeast Asian countries.
Attended the event also Mr. Vilayvong Boudakham, member of the Central Committee of Lao People’s Revolutionary Party, First Secretary of Lao People’s Revolutionary Youth Union, Vice Chairman of the Laos – Vietnam Friendship Association (LVFA) and Mr. Saykhong Saynasine, Deputy General Director of Lao National University, Secretary General of LVFA.
The Congress approved the 3rd tenure report and action plan for the upcoming 4th tenure and the association’s amended chapter. A 69-member executive committee was elected with Vu Trong Kim, Vice President and VFFCC General Secretary as the President of the association for the 2014-2019 tenure.
During the last tenure, VLFA’s operation at all levels nationwide has been strengthening. The association plays a key role in popularizing awareness on the special traditional Viet-Lao friendship and solidarity through all levels of society, in particular in the young generation of the two countries, and maintaining profound affection of Vietnamese volunteers and experts and soldiers towards Laos. VLFA regularly organizes exchange visits between Vietnam volunteers and experts in Laos and Lao people, who assisted and protected Vietnamese volunteers in the wartime.
VLFA has effectively playing its bridging role in boosting cooperation in various fields such as: economic activities, education, health, culture, sport, tourism etc. VLFA local chapters are proactively developing ties with Laos’ localities through diverse and practical activities such as fund raising for sending Vietnamese doctors to diagnose and treat diseases in Laos; granting educational equipments for Lao pupils and students...
VLFA has attached much importance to friendship exchange between neighboring provinces in the two nations. So far, all provinces sharing the land border with Laos have established friendship association with the neighbouring country. VLFA branches in provinces have actively carried out numerous diverse and practical activities, contributing to enhancing friendship and solidarity with Lao people and building a peaceful and developed border.
Addressing the event, VFFCC Chairman Nguyen Thien Nhan praised VLFA and its affiliated members for their outstanding achievements. He believed that VLFA will adhere to the Party and the state’s guideline, enlisting the leadership of local Party committees and governments at different levels to successfully accomplish the plan of action set forth for the 2014 – 2019 tenure. The Party, the State and the Vietnam Fatherland Front will continue to guide and facilitate VLFA operations to complete its noble task and propose local governments to prioritize VLFA’s activities in their areas.
At the congress, Mr. Vilayvong Boudakham, LVFA Vice Chairman presented the letter of congratulation from Mr. Phankham Viphavanh, Politburo member, Deputy Prime Minister, Minister of Education and Sport, LVFA Chairman, which acknowledged VLFA’s achievements. “VLFA has been continuously developing and growing for over the last 30 years. Its relations with LVFA have been being closely cemented. The two associations have developed its branches and members nationwide to strengthen the special bond of friendship and cooperation between the two parties and peoples of the two countries.”
On behalf of the LVFA Executive Board, Dr. Phankham Viphavanh affirmed that along with LVFA, he will do his best to consolidate, promote and boost the Vietnam–Laos ties of friendship and comprehensive cooperation.
To recognize the achievements and significant contributions, Mr. Nguyen Thien Nhan conferred the Prime Minister’s certificate of merit to VLFA. Besides, 13 affiliated members of VLFA were awarded VUFO’s certificate of merit.
In 2012, VLFA was awarded with the third-class Itsala Order by the State of Laos.
In the evening, a gala dinner was held to congratulate the success of VLFA’s 4th Congress at the Youth Cultural Palace in Hanoi.
