Thực tế là trong cuộc chiến tranh xâm lược của Mỹ ở Việt Nam, các công ty hóa chất Mỹ đã cung cấp hàng chục triệu lít hóa chất độc hại với tên gọi là chất khai quang hoặc diệt cỏ cho quân đội Mỹ sử dụng, gây hậu quả nghiêm trọng đối với sinh mạng và sức khỏe của tất cả những ai bị phơi nhiễm và các thế hệ con cháu của họ, trước hết là các nạn nhân Việt Nam. Hàng vạn cựu chiến binh Mỹ, Hàn Quốc, Úc, Niu Di-lân … cũng bị nhiễm độc trong khi tham chiến tại Việt Nam và mắc nhiều bệnh tật trầm trọng. Nhiều công trình nghiên cứu khoa học của Việt Nam và quốc tế đã chứng minh sự thật này.Các công ty hóa chất Mỹ đã phải thừa nhận trên thực tế hậu quả của chất Da cam/đi-ô-xin. Năm 1984 họ đã phải bồi thường 180 triệu đô la để giải quyết ngoài tòa vụ kiện của các cựu binh Mỹ bị nhiễm độc. Năm 1996, Chính phủ Mỹ đã phải thừa nhận tác hại của chất Da cam/đi-ô-xin, xin lỗi các cựu binh Mỹ và hàng năm phải trợ cấp hàng tỷ đô la cho các nạn nhân Mỹ. Mới đây, hai công ty hoá chất của Mỹ là Dow và Mosanto đã phải bồi thường 6 triệu đô la chi phí y tế, thuốc men cho 6.800 cựu binh Hàn Quốc từng tham chiến tại Việt Nam và gia đình của họ.
Chính phủ và nhân dân Việt Nam đã và đang làm hết sức mình để giảm bớt nỗi đau của các nạn nhân. Với sự thông cảm sâu sắc, ngày càng nhiều tổ chức và bạn bè quốc tế, trong đó có một số tổ chức cựu chiến binh và nhân đạo tại Mỹ, các diễn đàn và hội nghị quốc tế, đã và đang lên tiếng đòi công lý cho họ.
Liên hiệp các Tổ chức Hữu nghị Việt Nam, Ủy ban Hòa bình Việt Nam, Ủy ban Đoàn kết Á-Phi, Mỹ Latinh của Việt Nam, Qũy Hòa bình và Phát triển Việt Nam, Hội Việt-Mỹ và các tổ chức hữu nghị song phương của Việt Nam mạnh mẽ ủng hộ Tuyên bố của Hội Nạn nhân Chất độc Da cam/dioxin Việt Nam và quyết tâm của các nạn nhân chất độc Da cam/đi-ô-xin Việt Nam tiếp tục đưa vụ kiện lên Toà án Tối cao Mỹ.

Chúng tôi khẩn thiết kêu gọi các bạn, tất cả các tổ chức và mọi người yêu chuộng hào bình, công lý trên toàn thế giới hãy tiếp tục tăng cường ủng hộ, giúp đỡ, đoàn kết với cuộc đấu tranh vì công lý của các nạn nhân chất độc da cam/dioxin Việt Nam.
Chúng tôi kêu gọi Chính phủ Mỹ cần tiếp tục có trách nhiệm đối với việc khắc phục hậu quả chiến tranh ở Việt Nam, trong đó có hậu quả của việc sử dụng chất độc hóa học.
Công lý phải thuộc về các nạn nhân chất độc Da cam/đi-ô-xin của Việt Nam.

| Appeal for Support to the Vietnamese Agent Orange Victims by the Peace, Friendship and Solidarity Organizations of Vietnam The United States Court of Appeals for the Second Circuit has recently dismissed a lawsuit filed by Vietnamese victims of Agent Orange against US chemical companies which provided US armed forces with highly toxic Agent Orange (Agent Orange/dioxin) that they used in the American War in Vietnam. This is an unscientific and immoral decision! The fact is that in the American war of aggression in Vietnam, US chemical manufacturers provided US armed forces with dozens of millions of litres of toxic chemicals called defoliants or herbicides for their use, causing severe consequences to the lives and health of all those exposed to them and generations of their descendents, who are today’s Vietnamese victims. Tens of thousands of Vietnam veterans from the United States, the Republic of Korea, Australia, and New Zealand suffered severe toxic exposure during their combat in Vietnam and have since been diagnosed with a number of serious diseases. much scientific research by Vietnamese and international scientists has confirmed this truth. US chemical companies acknowledged, de facto, the consequences of Agent Orange/dioxin and their liability by paying US$180 million in an out-of-court settlement to affected US veterans in 1984, in order to end their lawsuit. In 1996, the US Government finally acknowledged the harmful effects of Agent Orange/dioxin and apologized to the Vietnam veterans, agreeing to provide billions of US dollars per year to the American victims. And recently, two US chemical manufacturers, Dow and Mosanto, had to pay US$ 6 million in compensation to cover expenses for medical treatment and health care for 6,800 Korean veterans of the Vietnam war and their families. The Government and people of Vietnam have been doing their best to reduce the pains and sufferings of the victims. With profound understanding and compassion, more and more organizations and individuals worldwide, including veterans groups and humanitarian agencies, and international forums and conferences, have been raising their voices damanding justice for the victims. The Vietnam Union of Friendship Organizations, the Vietnam Peace Committee, the Vietnam Committee for Solidarity with the Afro-Asian Countries, the Vietnam Peace and Development Foundation, the Vietnam-USA Society and all bilateral friendship organizations of Vietnam strongly support the Statement of the Vietnam Association for Victims of Agent Orange/dioxin (VAVA) and the Vietnamese victims’s determination to continue their lawsuit to the US.Supreme Court. Once again, we express sincere thanks to the Vietnam Agent Orange Relief & Responsibility Campaign (VAORRC), the World Peace Council, the Afro-Asian People’s Solidarity Organizations, the organizations participating in the World Social Forum, Vietlink, Asia-Europe People’s Forum, the South-South People Solidarity Network, the All-India People’s Solidarity Organization, the Britain-Vietnam Friendship Association, the Germany-Vietnam Friendship Association, the France-Vietnam Friendship Association, the Belgium-Vietnam Friendship Association, the Denmark-Vietnam Friendship Association, the Itaty-Vietnam Friendship Association, the Switzerland-Vietnam Friendship Association, the Spain-Vietnam Cultural Institute, the Sweden Committee for Solidarity with Vietnam, Laos and Cambodia, and many other organizations and individuals... who have been strongly supporting the Vietnamese victims of Agent Orange/dioxin over the past years. We call upon the U.S. Government to continue to accept their responsibility in addressing the war legacy in Vietnam, including the consequences of the use of toxic chemicals.
