Attending the ceremony, on the Vietnamese side, there were the Politburo member, National Assembly Chairwoman Nguyen Thi Kim Ngan; Vice President in-charge of the Union of Viet Nam Friendship Organizations Don Tuan Phong; Representatives of ministries, intellectuals, members of the Viet Nam - China Friendship Association and many people in the two countries.
The project is funded by non-refundable aid from the Government of China and matching funds from Viet Nam.
The Viet Nam - China Friendship Palace is the work of the Viet Nam - China Friendship Association, located at No. 188, Le Quang Dao Street, Nam Tu Liem District, Hanoi. On the area of 14,000m2 building, the Viet Nam - China Friendship Palace is designed with interior and exterior architecture inspired from the lotus. It will be the venue for people-to-people exchanges, culture, art and conferences.

On this occasion, leaders of the two countries have launched the China’s Cultural Center in Hanoi.
After the ceremony, President Xi Jinping and National Assembly Chairwoman Nguyen Thi Kim Ngan met the delegates attending the Viet Nam - China People's Forum and several of the intellectuals who have contributed for the bilateral relation.
